Let Us Sleep 
I would like to provide a different perspective on the noise ordinance. I live on Highlands #1 in Preston and moved here specifically to take advantage of 1) the golf course view, 2) the ready access to the golf course, and 3) to live within a golf course community. I paid a premium to live in the Prestonwood community, with the added expense specifically for my view (which was my choice), due to the golf course amenities noted above. I understood the trade-offs when I did, namely that 1) my property would be subject to misguided golf balls coming onto my property, 2) though I would experience many unique sounds of nature I would also hear cranky maintenance equipment throughout the day, and 3) there would occasionally be errant golfers in my backyard (sometimes confused and bewildered) looking for their lost possessions. For me the value of living on a golf course far exceeds the drawbacks noted above. My wife and I love it though I fully appreciate that it is not for everyone. The current and future value of my house reflects the value of a golf course view all things considered.
Regarding the proposed ordinance, I have no issue with golf course maintenance starting at 6AM. A simple solution would be to set a decibel limit for 6 to 7 (or 8) AM, and one that would apply thereafter. As a business concern, a golf course would not start maintenance at 6AM unless it was absolutely necessary. It is more costly and difficult to schedule work at that time (I tried for years with my kids). Golfers will not tolerate reduced tee times or on-going maintenance during the day when they are paying the bills. For those who are concerned about the noise affecting their sleep, I would suggest either finding a non-golf course community or looking for a sleep solution that removes the problem. My wife and I simply use a sleep machine to drown out the noise early in the morning (we live on a golf course but sleep by the ocean) and have never been woken as a result. There are many other solutions that would allow someone to not hear a noise that they do not want to hear.. If a golf course needs to schedule maintenance at 6AM, noise limits can provide some relief, but ultimately the homeowner has to accept the good with the bad.
P.S. The above is in reference to setting policy that applies to all homeowners and golf courses. If an individual owner feels they are being unduly harassed or detrimentally effected, then a golf club can find a way to alleviate the stress via scheduling.

Thank you for your thoughtful comments. They are a valuable add to the discussion and include good points and ideas.
I absolutely have in the past, and do continue to accept the status quo on golf course noise, it’s the FUTURE I am talking about, and worry about. I have never complained, nor will I ever complain, about normal every day practices. The few times I’ve talked to PCC management about noise over the past 10 years, it’s always been about exceptional situations about which PCC was very apologetic. If we get proper citizen input and it turns out that others are not concerned, I’ll go along.
And while you certainly are NOT doing this, diminishing, dismissing, or focusing on the individuals advocating a particular position is a common tactic when proponents of an opposing position are trying to avoid too much scrutiny of the position itself, so let’s focus on the links, videos and documents on http://www.LetUsSleep.Org. I’m confident that after studying the details, even those very happy with the present may want to have some input in the future. We should all keep in mind that it’s much easier to get a good ordinance to start with by involving all stakeholders than it is to overturn a bad ordinance that disadvantaged a particular group. While I am glad you are happy in your situation what about the rest of Cary? Golf courses will not be the only area in which this ordinance will come into play. I do not wish for the businesses who have moved in behind me to take that as a cue they can start to make a racket even earlier. In my case the police will not do anything about it as the owner is a friend of a sergeant. Seems to me no one is reading what Bob has been trying to say about what the future could bring if this passes, which unfortunately I’m sure it will by the looks of it.

The cities of Raleigh, Chapel Hill, Wilmington, Pinehurst, and Charlotte do not have noise exemptions for golf courses. The golf courses in these cities still preform the morning maintenance at 6 AM but comply with the noise city requirements. Cary is the only exception. Cary courses could also preform the maintenance using low noise equipment before 7 AM.

Exactly. The golf courses and their advocates at the Town of Cary are using confusion about what “starting” means. When they testify that every golf course starts before 7 a.m. and we’ll just putting required practice into law, they fail to clarify that for golf courses that comply with their town’s ordinances, they are not starting the noisy activities before 7 a.m. Deliberate obfuscation is a common tactic used by advocates driven by economic self interest.
